So how do you tell anthracnose, cerospora and black spot apart.

In the case of cercospora, there are countless strains, but only one, Cercospora rosicola ,that most specifically hits roses all over the world. In any case , a fungicide spray program should kill/control blackspot of many persuasions, and also C. rosicola. I can't speak to rose rosette, but as far as I am aware, it hasn;t surfaced in Oz yet. Or am I behind the times?
It might essential for farmers and agribusiness to exactly pinpoint fungi types, but for little backyard rosy people, we can use Daconil et al without getting too caught up in the lab work. Or not spray, as is true of many of us here. IMO only, of course

Probably because it differs in one major respect. RMV is a viral,incurable probably debilating disease INSIDE the plant, and not an external and controllable fungus. Like comparing malaria with warts.

I am not sure but I think there is some form of heat treatment available(costly)

The commercial heat treatment involves keeping the plant stock ata constant 34C for six months. I think that's just the stock, of course. For the home gardener, it's not an option.

Rose Rosette disease gives me the shivers guys , i can live with RMV , if i have too , not happy about it though , why should we pay top dollar for roses , and because a nursery doesn't have good hygiene , you get a virused plant , doesn't seem right to me , bit like buying a mouldy orange from the supermarket at the regular price, but Rose Rosette disease UUUUGGGHHH !!!, really , really , scary stuff , its contagious right and deadly and ugly too from what i have read , don't need that , America keep your viruses to yourself please ....
